The relevant bit of the law in this context is that the user "...is provided with clear and comprehensive information about the purposes of the storage of, OR ACCESS TO, that information" (my emphasised caps). In assessing how a 1st party GA cookie is used, its actual or potential use by a party other than GA has therefore to be taken into account. If that 3rd party script or cookie is using the GA cookie for non-anonymised tracking purposes, then clearly the user's consent is required for that specific *3rd party* use.
